I could not have been more impressed at the governor’s ball, espressially with the hand-pressed Capitol Briefings. The only thing I was depressed about was that I forgot to hot-press my governor’s ball dress. I also would have liked a pressed Cuban sandwich. I was pressured into dancing, but I guess that is because of my impressionable personality. But once I started dancing, I felt I was irrepressible in expressing myself. I felt like I was empress of the dance floor, as no one repressed me!

The Importance of JYIG

Junior Youth In Government (JYIG) is an invaluable part of its senior club, Youth In Government. However, this important stepping stone is largely ignored by delegates and chapters alike.

Danny Pacheco is a page at this year’s State Assembly. According to him, JYIG trains delegates for State Assembly, allowing them to have the “State Experience” without all of the pressure of getting bills or briefs done. Legislative delegates that were involved in JYIG have the benefit of skipping Bowen House and being bumped up to Sullivan.

Kaylie Horowitz, a member of the Press Corps and former JYIG delegate, said that she thought JYIG was just as important as State Assembly. “JYIG is a great program, but it isn’t as elaborate as YIG.”

JYIG is a program with great potential! If more chapters make the effort to establish local JYIG chapters, then the program will easily have the opportunity to become as important and pervasive as YIG!

Learning to Lobby

As the last arguments are made, the last bills passed, and States Assembly begins to wind down once again, all attendants begin reflect on what has happened over the past three days. When looking to the lobbyists, it isn’t hard to see them think about how this year’s Assembly has gone. Lobbyists have had to work solo this year instead of in firms to sponsor bills as they have in the past; for many of them, this was their first year in the lobbyist program. “It’s been a lot of fun” Cayla Corcino, a first year lobbyist expressed.

Darby Bernaldo, a returning lobbyist, found this year’s experiences to be rewarding and unlike those previously due to the new system in which lobbyists sponsor bills by themselves. She believes that getting to be with all of the lobbyists and other members of Youth In Government again was the best part of her time here and is wanting to apply for the position of Head Lobbyist next year.

Nathaniel Reid, a senior and the Head Lobbyist, thinks this year has been a lot better than those in the past because lobbyists have had more opportunities. He was glad that he could be a Supporting Officer this year and plans to return to YIG as a GA in the future.

With another year of experience acquired and more knowledge about State Assembly gained, the delegates of the lobbyist program look forward to an exciting year next year.

An Inspiration

A new experience for all the Press Corps. awaited us on opening night. Katie Sanders, a journalist from the St. Pete Times, visited the Press Corps. Tuesday evening. It was an honor and a pleasure to meet a journalist who addresses events similar to those that we cover. We all had questions ready to ask her and were eager to learn.
Sanders gave us her background information, allowing us to understand why she did what she did. An alumna of The University of Florida, she felt it was her “niche” to write for the Alligator, their paper there. Along with working for the St. Pete Times, Sanders is a writer for The Miami Herald, and Politifact, a website which rates and determines the truth and accuracy of political statements. On a typical day, Sanders attends committee meetings and watches bills take shape. Then, she would has a four hour block of waiting for an event to take place, listening to bills, and blogging about those events.

Katie shared with the Press Corps. many pearls of wisdom concerning her career. She advised us to always turn articles in quickly, because speed is necessary in her field. A few more words of recommendation were to find the type of journalism that suits us, and once there, to “make yourself stand out.” Getting used to technology was another task suggested, to become familiar with the practice, because it is constantly needed.
It was amazing to meet Katie Sanders; she inspired me to be a better writer in multiple ways. By the end of the meeting, we were well informed about Katie’s job and she was informed about ours. Her career sparked all of the Press Corps. members’ interest as she is not only involved with journalism, but also is involved with government on a daily basis.

Representative Coley visits YIG House

Sometimes, surprises happen, and YIG is no exception to the rule. Just Wednesday, a guest speaker named Marti Coley found her way to the floor of the Sullivan House, and gave a short presentation for the Sullivan Representatives. Her speech began with a few lines of advice to those taking seats in the house. This advice included reminders to “Think about how it [the bill] affects ‘We the People’” as well as to continuing to be involved, never being satisfied and continuing to do well.

Two individuals received the opportunity to ask Representative Coley questions. One delegate from Tampa asked if Coley was going to run for a higher office. In response, Coley admitted that while she had never actually intended to run for office, running for a position in the senate is not out of the question. She will be helping to campaign for the 2012 term, so any delegates able to vote by that time should keep an eye out for Coley and her campaign team.

The other delegate who had the fortune of questioning the guest speaker was curious as to the reasons why Coley had chosen to run. As a teacher, running for office had never been her intention. Representative Coley had been helping her husband, former Representative David Coley campaign, and with his death, was pushed by her children to take over his spot in the capitol. Once she received her position in the House of Representatives, it seemed no one thought she would do more than occupy a seat. This government official, however, proved her peers wrong by working hard at her position.

Representative Coley has now served two terms in the house, and has chaired both the K-12 Education Committee and the Postsecondary Education committee in 2007. According to Representative Coley, the Florida House of Representatives is filled with “normal people with normal jobs” wanting to create a more efficient and better Florida. As delegates of YIG, many of us also share this dream, gaining practice through the opportunity provided to us by this program. With the contributions of YIG delegates, the prospects for the future of Florida look bright!

Big Bills

Fourteen bills from the Sullivan House and five bills from the Williams Senate were selected by the Presiding Officers for their legislative agenda in hopes to move onwards in the legislation process. However, of these bills, only eight proceeded to Second Committee, seven of which made it to the docket. The Cabinet still hopes to see these bills passed and debated within their committee.

The Presiding Officers went through widespread research to find the top 20 bills that would best fit the criteria of the Executive Cabinet’s Legislative Agenda. “Over the summer, we [the Presiding Officers] met in Tallahassee with the Commissioner of Agriculture and Chief Financial Officer of Florida to see what bills had been passed previously in the State Senate,” said Alec Polansky, Attorney General of Youth In Government. “We wanted to pick YIG bill ideas that were innovative solutions and coincided with those passed under Florida law previously.”

Congratulations to Representatives Armstrong, Gardner, Jaeb, and McDaniel, and to Senators Betancourt, Jones, and Platt. These congressmen have proposed bills that have made it on the docket, and are featured on the Executive Cabinet’s Legislative Agenda. The bill ideas these delegates proposed range from creating Cyber-Bullying Training Programs to finding new and efficient means of transportation within Florida.

The bills promoted by the Presiding Officers are encouraged to be debated and passed within their respective bodies in order to move onto the Cabinet. Remember to wish those who have made it onto the docket “good luck” and to debate strongly on those recommended bills.

Being stuck in chambers all day could get pretty dreary, but with a few simple tips your session can turn around in a few seconds! Just a few simple tips and a couple of dietary adjustments,and you too, can be fully active and aware during debate.

The first thing you need to do to ensure excellent enthusiasm is get a good night’s rest. It may be difficult during such a busy time, but if you manage your time wisely and tell your roommate to refrain from speaking to you until the bus ride, then you’ll be able to get the glorious rest you need.

Next, you should acquire caffeinated beverages in order to stimulate your mental capacity. These drinks should be utilized with caution. The wrong type of drink could cause your body to eventually crash or become hyper to the point of irritation. Moreover, you should consume a proper, healthy meal to guarantee your body has the nutrients it needs to function.

Finally, to keep yourself alert and attentive, you must actively participate in your program area! You have to speak. You have to write notes. You have to sing and dance when you leave something behind. Being dynamic in your chamber, while presenting your case, etc. will aid you in your pursuits and allow you to be awake and aware; plus, it’ll help you to appreciate and experience more of Youth In Government.

Remember to follow these tips to avoid the haunting dread of tiredness and YIG jail.

“Debate ideas, not people,” read the t-shirt for last year’s stateassembly. This principle, as well asothers, is very important to shape a well prepared and accurate debate. When used in the right way, it is a powerfultool to persuade individuals’ thoughts and opinions. What is appropriatedebate? What is not appropriate? How can you shape a proper yet convincing andbelievable argument?

Youth in Government implemented a specific order ofdebate. This is basically a how-to fordelegates, a framework shaped by YIG. Firstthe author of a certain bill opens with a persuasive speech. Then comes a round of non-debatable technicalquestions, followed by a round of condebate. Next, a round of pro debate, andanother round of con. Finally, theauthor closes with another persuasive speech. If there was no order, debate would be uninteresting for delegates atbest, and chaotic at worst. There is aspecific amount of time for each round, set by Youth in Government. Apassion for the subject which a delegate is addressing must be evident; itoverflows from his or her structured and developed views. The format for debate is very important, andif a delegate violates these rules, he or she is called out of order.

A delegate may also be called out of order if he or sheaddresses the author by name or any other delegates by name. Referring to a person’s name in debate isbringing the focus to the individual, not the idea! This is a prominent principle in debate. Attacking the person individually is alsocalled an Ad hominem attack. A Latin phrase for “to the man,” it meansattacking the opponent’s character instead of focusing on the argument.

Last year at Junior Assembly there were both delegates whohad relevant, clear, arguments anddelegates who did not. I combined billswith delegate Lisa Patterson outlawing texting while driving. Delegates rose in opposition to say that thebill was not feasible because the policemen may not be able to prove thesuspect’s guilt. But these werecounteracted with delegates who rose in favor stating that if the case was under any suspicion, thephone companies are required to keep records of messages sent andreceived. It was exciting to watch andlisten to people endeavoring to sway the listeners’ opinions on differentsubjects.

Recently, my older sister, a freshman in college, commentedon how not everyone complied with the standards of debate at her school. A former YIG delegate, Kerrie Reinhardt,Tampa Delegation serving in the Legislative Branch, she opined, “I felt unkindcorrecting my opponents, but they needed to follow the rules of debate.” Without these standards, her class would havebeen unruly proving that debate is an important skill not only for Youth InGovernment but for life.

Delegate Spotlight: Havan Kinder & Teen Court

Havan Kinder, in addition to being the Secretary of the 2011-2012 Dr. Phillips’ YIG, is the most active member of the club in the local Teen Court. She has spent over 100 hours volunteering in Teen Court, dealing with actual cases of teens that have committed first-time misdemeanors.

Teen Court is an option for the offending teens to choose over Juvenile Court. Teen Court gives them the opportunity to be judged by their peers, which are high school students and teens that have been sentenced to serve on the jury as part of their Teen Court terms. The majority of offenders are between the ages 12 and 17. The jury is trained by the members of the local Bar association to analyze the case and give sentences that are appropriate for the crime. Community service is often included in the sentence, anywhere from 15-100 hours, but drug urinalysis, boot camp, counseling, mentorship, essays, writing letters of apology, and restitution, may also be considered.

There are benefits from Teen Court that can’t be reached through the Juvenile Court. For instance, someone of the same age as the defendant is likely to be seen as more understanding of the situation and therefore brings a greater impact than an adult in saying that they view the crime committed as wrong. The Teen Court allows teens who have made mistakes to see why what they did is considered wrong; it gives them the opportunity to learn and a chance to improve upon themselves. Teens that complete the process of going through Teen Court and their sentence afterward have the initial misdemeanor wiped from their record permanently. They can only go through the Teen Court system once, though. This is done as an incentive to make the new behavior permanent, so that in the future, as adults, they won’t find themselves facing harsher consequences of “real-world” law.

`The benefits of Teen Court are not only received by the offending teens, but also teens participating in the jury. They get to learn how the justice system of our government works. They are exposed, first hand, to real life cases that bring about a much stronger and longer lasting effect than merely reading something. The Dr. Philips YIG is proud to announce that many of its members showed interest in participating in the Teen Court. They hope to get more involved in this program and help the local youth learn from their mistakes.

55th State Assembly Convenes Early This Year

Once every ten years, the Florida Youth In Government program stumbles upon an inconvenience. It is known by everyone in the program, and many who are not in it as well, that our annual State Assembly conference usually takes place in February. However, when Congress needs to re-district, the Youth In Government program must either find a new lodging or a new date, because the Capitol Building will be unavailable to anyone not in congress from January to March.

Youth In Government members take this in stride, though. It is not much of a bother to anyone, not really. Sure, there may be some worry about how in the world everyone can prepare themselves for the assembly in such a short time, but in reality, everyone is just thankful to have a State Assembly!

Another upset was provided this year, however. The Florida Speaker of the House has passed a law stating that youth programs can only occupy the capitol building from Monday through Friday until five pm. While the times do not upset the routine of those who attend States Assembly, as there is never a time when the building is occupied past five, the main concern is the days. All of the delegates at State Assembly are high school students, few of whom are homeschooled. For those who are not homeschooled, this means missing three to four days of school. According to Cat Smith, a press delegate who is also an IB Junior at Fort Myers High School, “It’s really regrettable that this law was made. It makes things a lot more difficult for students who are trying to balance clubs and school. You’d think that someone [who is] wanting to improve education would make it easier for us not to miss school.”

Missing these days of school may be more troublesome for certain delegates than for others. For IB Students like Cat, this may pose a large obstacle. All students have hard work to complete for their classes, but, as always, there are some who are more content than others when it comes to missing school. After all, who doesn’t love missing school? Even for those in the more rigorous programs, it seems to be the makeup work that is their main concern.

Everyone is capable of taking care of this though, whether it is turning things in early, getting assignments done on the trips to the capitol, or getting the work done on the weekend after, there is a way, and everyone in Youth In Government has a will.

Another challenge posed by this change of dates is the time. The amount of time that the delegates are used to having to get things prepared has been greatly shortened. Instead of having from August to the end of February, as is the normal policy, the delegates now have only from August to November to get everything accomplished. The retreats and the Fall District Conferences have all been pushed up, as well as the due dates for the payments. While these all contribute to the complications that go along with States Assembly, the delegates of the Florida Youth In Government program will overcome this, sell states to the new members, and have a blast this year in our Annual States Assembly.

Spring Service Rally 2011

When students hear the words “volunteer” they often cringe and groan at the sound, but members of Florida’s YMCA Youth in Government program react in a pleasant and exuberant manner. This strange reaction from this group of teenagers is due to the fact that “volunteer” translates into “fun with people from around the state”. How could such a translation occur? Over the years several YIG members have participated in what is known as “Spring Service Rally” or “SSR”. SSR is an annual occurrence in which YIG participants from all over the state of Florida gather at a YMCA center in Apopka, called Camp Wewa, and roll up their sleeves. During this event students engage in activities like planting trees, building fences, benches, and painting cabins; however, these are not the only trials members must face. In the midst of the hardships of the heat and the labor, students form bonds and a greater understanding for key values such as teamwork and respect.

This year I was invited to partake in the monumental event. I was fairly excited after hearing about the fun the members of the previous year had experience. The night before my descent into my adventures at SSR, I packed a several items in my large gym bag. This was where I made my first mistake; in the adrenaline of the moment I forgot to pack one essential item, a sleeping bag. The next day after my father dropped me off at my local YMCA to be picked up by a couple of my fellow YIG members I had realized my mistake. Desperate, I panicked and called my father, he was already quite a distance from the YMCA, but fortunately he offered to meet my YIG friend’s parents at a nearby McDonalds with my sleeping bag. My first SSR obstacle was easily averted. After a wonderful 3 hour car ride I finally arrived at Camp Wewa! The belongings and the sleeping bag I brought were safely disposed in a cabin, and after everyone arrived we all gathered in a cabin-like dining hall. There we were told our tasks we needed to accomplish; planting 100 plus trees, painting numerous cabins, and building several benches. As a newcomer these responsibilities seemed vast and nearly impossible, but to the veterans of SSR the job ahead was simply an annual occurrence. Building benches was the first job at hand, and with the help of some fellow SSR beginners we managed to build four new functional benches. The second task was the planting of one hundred trees. This tremendous job was taken with much gusto by the participants and was completed in such swiftness that we were able to have enough down time to get to know each other. During this time I met prominent members of the YIG community. The second day of SSR was as memorable as the first, and before I knew it, my adventure at Camp Wewa was over.

The joys of SSR can be illustrated in this quote "Spring service rally was tons of fun! its great that it comes after states assembly too, because it gives you another opportunity to see all of your friends". I hope other high school students and YIG members can find other activities such as SSR. It’s a great way to get involved and to help a community.

Campo Volunteers at Faith & Freedom Coalition Rally

The room that the rally took place in was a large empty space prior to the beginning of the event. Looking around you could see the stage being built as the delegates on the Campo/Camp Christina Chapter watched. We were in Orlando volunteering at the Faith and Freedom Coalition's Pre-Debate Rally. Everyone helping out was expecting more than 1,000 people! When we first arrived, we went in, had lunch, and were assigned our positions. Our groups were taking tickets at the door, showing the press where to go, and assisting people to get their tickets.

The press started arriving around 2:15. Among them we had Fox News and several other networks. After a very long time the people started arriving and almost none of them had a ticket. Several of them caused a small uproar when they found out that they had to get a ticket for a free event. It seemed like everybody was swamped by people trying to get in to the event. After awhile it finally settled down, and at that time I went in to watch the speeches take place. There were several hundred people in the building.

Then the candidates started to take the stage. Among them were: Rick Perry, Mitt Romney, Herman Cain, Michele Bachman, Rick Santorum, and Ron Paul. Several other people who weren’t running for president of the United States of America gave speeches as well. Donald Trump and Marco Rubio both made an appearance via web camera.

There were tons of candidates, state officials, and even federal officials on site. After finishing their speeches, all of the candidates left the stage and went among the crowd, shook hands, and talked to people. Eventually the rally ended and things settled down. There was a feeling of happiness that things had gone according to plan and that we had been part of it.

Campo-Christina Chapter Volunteer at Rally

The students of Campo-Christina Youth In Government (YIG) are taking their motto, “democracy must be learned by each generation” seriously by active participation in the Republican presidential campaign.

The YIG students will be volunteering at a pre-debate rally. This event will be held by the Faith and Freedom Coalition at the Rosen Center Hotel on Thursday, September 22nd, from 3:00-5:30, as a pre-cursor to the presidential debate to be held later that evening. This rally promises to feature all of the Republican presidential candidates, as well as many prominent government officials currently serving the state of Florida; including the Lieutenant Governor, Jennifer Carroll, Senator Marco Rubio, Attorney General Pam Bondi, and Commissioner of Agriculture, Adam Putnam. According to the Coalition, this free event will “be a huge celebration of faith and freedom with all the Presidential candidates and a great way to get warmed up for the Fox News Debate that evening.”

Patricia McClure, head of the Campo-Camp Christina Chapter, feels it is important for her students to participate in this process. “Campaigning is democracy. Campaigning is standing for your values and defending your freedom…Freedom is fragile…it must be fought for and defended…”

Opinion: Senior Driving Privileges

We always hear about how teenagers account for numerous accidents, but what we don’t hear about is the other side of the street. According to smartmotorist.com, senior citizens account for 31 percent of all traffic and pedestrian fatalities. This is an issue that should be tackled immediately, especially since the baby-boomers will soon be reaching their 70’s. It is the responsibility of the National Highway Traffic Safety Administration (NHTSA) to keep the roads safe , therefore senior citizens should be re-tested for their driving license at the age of 75.

It is understood that senior citizens feel targeted by the fact that they should re-test for their driver’s license , but they were not the same driver they were 30 years ago. Senior citizens feel that if they should be re-tested, all should be re-tested. Senior citizens constantly use the argument about the myriad of DUI related accidents and how those individuals never have to be re-tested for their driver’s license.

Seniors citizens feel it is unfair to keep on being re-tested. However, statistics show that they compose of a large amount of the accidents that occur on the road. Furthermore, senior citizens do not abide by the speed limit. Several times people find themselves in a hurry, but constantly get stuck behind an elderly person driving below the minimum speed limit. All of these examples are infractions of the law, and pose a threat to the safety of driving.

According to smartmotorist.com, when a crash involved a driver above the age of 75 and a driver between the ages of 25-74, the older driver was three times more likely to be the one struck. Moreover, according to drdriver.org, the fatality rate for drivers above the age of 75 is nine times as high as the rate for drivers between the ages of 25-74. These are all striking statistics and clear evidence for the fact that senior citizens need to be re-tested for their driving license after the age of 75.

However, there is more. In 2006, the NHTSA reported 24 million people over the age of 75 were licensed drivers in the U.S. Of these senior drivers, 31 percent of them accounted for all traffic and pedestrian fatalities. According to senior.lovetoknow.com, senior citizens are more prone to accidents because they have slower reaction times, vision problems, hearing problems, decreased ability to focus, and feelings of nervousness.

As a solution, the Department of Motor Vehicles has enacted deficit screening which would given to all driver suspected of dangerous performance. However, when it all comes down to the wire, the best way to ensure if a driver is capable of safely driving is by taking a driver’s exam. With lives at stake there is no need to take the risk. Resultantly, senior citizens should be retested for their driver’s license at the age of 75.

Delegates gather at the Lakeland YMCA for the 2011 Servant Leadership Conference.

If you met Bill Gates on an elevator, and only had those thirty seconds to convince him to give you a million dollars, how would you do it?

That question was only one of many that Youth In Government and, for the first time, Leaders Club members had to answer at the 8th Annual Servant Leadership Conference. Up until now, SLC has actually been called Summer Leadership Conference, but was changed this year to embrace the new idea of leading from the middle and putting those we lead before ourselves. Students holding officer positions in both clubs were present in Lakeland on August 26th to the 28th to learn how to be better leaders in their respective clubs.

Students and sponsors poured into the Lakeland YMCA on Friday, all anticipating the weekend ahead of them. After a short meet-and-greet, it was time for everyone to get to work- work being mixer games in the gym.

Everyone really got down to business Saturday and Sunday. The students were first given a history of the YMCA and Youth In Government by Samantha Lane, the Florida Youth In Government director. Sitting with their chapters, students discussed the different types of leaders, what made a person whichever type, and which was the best and most rewarding.

Each chapter also made a Casual, Connected, Committed, Core chart. These charts showed the different degrees of engagement that a member could have in the club; Casual being the least, and Core being the most. Covered in a sea of multi-colored sticky notes, these charts described the characteristics of each category and ways to advance a member to the next level of club dedication.

Students were also taught how to teach bill writing. As redundant as that may sound to seasoned members, it’s a surprisingly valuable and rarely honed skill, especially for those who need it most.

Possibly the most important part of the Servant Leadership Conference was chapter planning. Members from each chapter dispersed into four helping groups to get ideas and solutions to possible challenges we may have been having in their chapters . They then regrouped and began laying out calendars for the year. Since this year has such a tight schedule, everyone, officers especially, are heavily conscious of the importance of punctuality.

This year, Youth In Government members are aware of the changes regarding State Assembly, and in relation, the rest of the year. For that reason, the Servant Leadership Conference is vastly more important than usual. As leaders of the Youth In Government program, we must take what was learned at SLC and implement in our own chapters, with ourselves as the guides.

          Delegates set the magical tone for the evening at the 6th annual JYIG mixer. Delegates mingled while playing games and interacted with people.
      Lisa Patterson, a first year delegate from WCF, said “I had a great time beating Julian at Rock Paper Scissors. There was absolutely nothing bad that happened.” Danielle, a delegate from ADY of WCF said that it was “a wonderful way to get to know more people. I had a lot of fun, and can’t wait to come back next year.”
      Lt. Governor, high school mentor, Chelsea Jordan has been here for six years! She said, “I’ve seen YIG build over the years; what you learn here will help you throughout your whole life.” With the pressure of presenting and making a bill, the mixer helps ease the tension. Fourth year Garrett Ferguson says that, “People are getting more and more focused each year and raising the bar.”
      This year there was a MEGA change. They have changed Superhero Showdown to Harry Potter Showdown. In Superhero Showdown, Wonder Woman beats Superman, Superman beats Spiderman, and Spiderman beats Wonder Woman. In the Harry Potter Showdown, Dumbledore beats Harry, Harry beats Snape, and Snape beats Dumbledore. Alas, earwax! All the delegates seemed to enjoy the mixer Thursday night with all of the activities. Keep up to date with TPN.

When I first got my schedule for JYIG, I saw something called mandatory fun. The first question that popped into my head was, “How is fun mandatory?” I never knew it was going to be this fun. The first game we played was this or that, the exact game we played at the first Campo meeting.
Yesterday, we played a game where you had to complete all the mini-games in order to win the game. We had to play games from Harry Potter rock paper scissors duels to stacking cookies with out feet. One of my favorite games though, was building rafts out of balloons and duct tape (duct tape fixes everything) and then putting one of our high school mentors on it in the pool and seeing if they could make it across. I am looking forward to the rest of the games and hope they keep getting better.

Yesterday, I presented my bill. I was nervous, but excited. My hope was to make it to second committee. In the morning, I edited what I was going to say for my presentation. I was afraid my bill was not going to be passed, and after waiting during the five people who presented before me, it was my turn.
I put my things down in front of me and said what I had prepared so long to say, “Right now, we are in a recession,” I started. After saying my whole speech, the chair asked if there were any non-debatable, technical questions. I saw almost all eight placards go up. I answered every question to the best of my ability. I finished with what I though was a good closing. I waited while they took rankings for my bill. After lunch, I saw I had made the docket for second committee in Diagon Alley! I was so excited. This is what I had worked for.

For middle school kids who cannot wait for State Assembly, no need to fear, Junior Assembly is here. This weekend, students have the opportunity to participate in a weekend of debate, fun, and friends.

The tone of the weekend is truly magical, as evidenced by the Harry Potter theme. As any YIG participant knows, the work is fun, but the play is even more fun. Delegates compete with their villa and gain “house points.” (Keep checking back at The Page Note for results.) Mando-Fun has lived up to its expectations, during Thursday’s mixer and Friday’s ninja game.

There is more fun in store for the weekend, as delegates eagerly await Saturday’s Quidditch match. Aside from the ample amounts of fun, delegates are using this weekend to prepare for State Assembly in Tallahassee.

Delegates have prepared bills and are debating “ideas, not people.” From their experience gained this weekend, JYIG participants have the opportunity to skip Bowen Chambers at State Assembly and move on to second year program areas. When I came to Jr. Youth In Government, I expected to do well with my bill; I expected to make new friends; and I expected to have fun! So far, even though it has only been a day, I have to say that the food rocks, everyone here is super nice with remarkable creativity, and committees aren’t as scary as I thought.

Overall, all of my expectations have been fulfilled. I cannot wait for the rest of the day and I absolutely cannot wait for next year.

During the past year, the vets of the Jr. YIG program received plenty of new and interesting memories and experiences. From the night time patrol by Graduate Advisor Aro Beatty, to the flag making and various debates, we all have a lot to remember.

Nothing of the past year came close to the making of each villa’s balloon rafts. Each villa teamed up to make a raft out of nothing but balloons and tape. When my villa, headed by High School Mentor Devin Platt, put our raft in the pool, we believed we had built an acceptable raft. Our dreams were crushed however, when Devin got onto the raft. No memory can or will ever replace the image in my mind of Devin’s face when nearly every balloon popped and he realized that he had to swim across the pool on 5 or 6 balloons.

This by far made the YIG trip the most memorable event I’ve ever been to. Hopefully many new members will walk away with an equally memorable experience locked in their mind.

YIG has been an amazing experience and an awesome privilege for me. These are a few of my expectations for this weekend.

I am expecting to meet a lot of new people and become a good friend with the other people and mentors of my villa.

I expect I will have to stand in assembly and debate my points and opinions.

I expect I will need to study my statistics and prepare my statements in order to be ready to present on the floor.

I expect I will probably be nervous when I go through committees. I will do my best to get my bill ranked high. If it passes out of committee I will study harder for debate.

If my bill reaches the debate floor, I will try my best to do my bill justice and hope that it passes.

YIG is one of the most educational experiences of my life and I just want to tell everyone who makes this possible, “Thank You”.

Two new chapters join us this year at State Assembly. Teen Achievers of the Central Florida Delegation and Spruce Creek High School of the Volusia-Flagler delegation bring many fresh faces to the Bowen Chambers and District Court.

According to Samantha Lane, these first year delegates started with a bang this year. They came in full force, ready to work and build up their chapters.

“We’re so proud of them,” said Lane.

The first-year delegates were equally enthusiastic. Rachel Jimenez, a Bowen Representative of the Volusia-Flagler delegation, shared her challenging yet motivating experience: “Public speaking is honestly one of my biggest fears, but all of these officers are understanding and helpful and really make me feel more comfortable with it,” said Jimenez. “This gives me a drive to learn more and participate more in this political process.”

Ana Canteras, a Bowen Representative of the Teen Achievers chapter, described her fresh opinion of YIG. “I wasn’t sure how it was going to be,” said Canteras.

“But now after trying it, I really like it.”

The recent work of these new chapters is a prime example of the dedication and passion the Youth In Government requires. Welcome new chapters, from your YIG family!

Focus on first years and veterans

This year, a record of over seventy delegates received the senior honor chords at opening ceremonies. Almost all of the Presiding Officers, including Governor Alex Fahnlander, Attorney General Alyssa Nieves, and Editor-in-Chief Emma Joslyn, will be leaving us behind this year.

“I will miss all of the people who have made my time in YIG so special and memorable,” says Sullivan Representative Austin Lee from the Lee County delegation.

However, many will have memories to take with them. Their time in YIG has created new friends, responsibilities, and experience. Supreme Court Firm K from the Suncoast delegation said that winning Outstanding Law Firm last year was “pretty good because it was our first time in Supreme Court.”

Though we will be losing many amazing veterans, fresh faces are also in abundance. This State Assembly also has the greatest number of first years in recent years. While they’re working hard to learn the ways of Youth in Government and their respective branches, they are also busy having fun and making memories of their first State Assembly.

Bowen Senator Isaac Flores says his favorite memory was “the firework bill, where fireworks are allowed in residential areas. It was hilarious.”

Supreme Court Highlight on Jinkins v. State of Florida

Firm K of Palm Harbor University High School and Firm E of Oak Hall High School both argued in the case of Jinkins v. State of Florida.

Jinkins v. State of Florida is a criminal case about a patient, Jay Zeen, telling a psychologist, Dr. Amy Jinkins, about his plan to rob a bank to avenge them for not giving him a loan.

Mr. Zeen believed that the loan could have possibly saved his nine-year old son who died due to an untreated illness.

Dr. Jinkins did not report Zeen to the police, and he ended up robbing the local Bank of America, killing a nine-year-old girl with his getaway car. Due to the fact that Dr. Jinkins favored psychiatrist-patient communication over reporting Zeen’s plan to the police, she was prosecuted as an accomplice and convicted of the same two crimes as Zeen. Dr. Jinkins appealed to the Supreme Court, claiming her conviction should be reversed on the claims of cruel and unusual punishment under the Eighth Amendment.

The side of the State of Florida is being argued by Firm K of Palm Harbor University High School. They are basing their arguments on the fact that Dr. Jinkins is an accomplice and that she abused the principal of psychiatrist-patient communication. They researched this case with the support of their teacher, who has a strong background in law. After yesterday’s preliminaries, they also strengthened and solidified their case through the comments of the judges and law students who observed them.

The side of Dr. Jinkins is being represented by Firm E of Oak Hall High School. Their arguments focus around the 8th Amendment Proportionality Clause which stresses Dr. Jinkins claim about cruel and unusual punishment. They did their research by using the precedents of lower courts to initiate their arguments. After preliminaries, they also used the remarks of the law students to solidify their case and fill the gaps in their argument, which made them more prepared for today.

Sine die: what is it and what does it mean?

Sine Die, Latin for “without a day”, is the sacred ceremony that ends a legislative session. The ceremony is practiced by both the State Government and our very own Youth in Government.

Usually, when a legislative chamber adjourns from a daily session, they set a future date and time to reconvene. To adjourn sine die means to end the session and not set up at future day and time to reconvene. It is a special motion. In a bicameral system it is proper parliamentary procedure for both chambers to adjourn sine die at exactly the same time.

To adjourn simultaneously, both chambers must know when the gavel comes down to end a session and to do this at the same time, all stages of U.S. government use the “hankie drop” tradition. Upon the order of the chairs, the Sergeant-at-Arms of the House and Senate simultaneously walk to the point of intersection of the halls while both holding a handkerchief.

Once both Sergeants-at-arms meet, they drop their handkerchiefs at the same time. When both handkerchiefs hit the ground, it represents both gavels coming down at the same time, signaling the end of the legislative session.

Interview with Youth Governor, Alex Fahnlander

Length in Program?

When you first started, did you anticipate that you would one day become governor?

When I first started, I didn’t actually know what the program was about. I was in a lot of clubs, but the leadership that year really pushed Hillary and I to run for leadership in the future. By the end of Freshman year, I was really motivated to run for governor and I ran for Sullivan House Speaker. So at that point I was really looking forward to the opportunity to be in this position.

How did you get involved with YIG?

My best friend, Jessica Ayers, came into my government classroom and gave me a slip of paper that said, “Phi Delta Y,” which is the name of our chapter, and so I went to the meeting and it was awesome. I stuck with it and started debating right away.

What are your thoughts on the new positions for the Lobby, Judicial and Press Corps program changes?

I think it is such an amazing opportunity for our program. One of the problems we face as a PO core is that we do not get to work with delegates, specifically before State Assembly, except for the legislative program. Having Supporting Officers in these program areas, will help them grow tremendously and make them stronger programs as a whole.

Were you able to accomplish everything you had hoped this year as governor?

Not everything, but what you have to take into consideration is that your goals change when you take on office. You are introduced to a whole new level of program involvement. With understanding what the position actually entailed, my goals changed. I am very happy with what our PO core has accomplished this year. It has been a really great year.

What has been the most rewarding experience of you term?

Preparing a legacy for next year’s PO core because I not only know both of the women who will be running this program extremely well, but I know that they will have a better year because of it. I am just really excited our PO core has worked on that as a whole and I know that they are going to be awesome next year. An emphasis on service has been a really amazing movement for our program.

What do you hope to see for the future governors of the program?

Seeing them get involved is amazing. I really hope that they can take their position to a new level. Just, in general, making sure that they goals that they make, get accomplished. The biggest thing is taking this program to where they want to lead it.

If you could change one thing about this year, would you?

At this point you cannot have any regrets. I do not think I would change anything, except for maybe getting more sleep. I am the person I am right now because of what has happened over the past assemblies.

What is your favorite part of State Assembly?

Um, that’s so difficult. I think I would say Opening Ceremonies because everyone comes together, last year campaigning was so much fun. I am really excited for Closing Ceremonies, as well. Oh, and the Governor’s Ball, of course! It really gives you a perspective of the entire program. Going on the dance floor is awesome! Even if you did not like the person before then, you are out there on the dance floor with them!

History of the Florida state capital

Located on Apalachee Parkway and Monroe Street stands Florida’s beautiful Capitol building that was built in 1911, although it hasn’t always been that way. During the 1820’s Florida legislatures were constantly transferring their governmental business between St. Augustine and Pensacola. Traveling could take up to twenty days which was extremely inefficient, and the travel path was hazardous. Tallahassee was chosen as our state’s capital in 1824 simply because it was in between the two.

Three log cabins served as our capitol buildings for thirteen years until there became a demand for a nicer, more legitimate capitol building. On March 3, 1839 Congress decided to build a 20,000 dollar capitol building that would not open until 1845.The new capitol was brick, and now open for session.

It wasn’t until 1911 that our Capitol building became the one that we currently use today. Periodic additions to the building have happened since then, including those in 1923, 1936, 1947, and then in 1972, which is when the legislature gave the government money for a new capitol complex that would include House and Senate chambers, offices, and a twenty-two story building. This extension was finished in 1977.

High Fashion at the Governor’s Ball

One word can describe the fashion of last night’s Governor’s Ball: variety. An array of beautiful gowns and cocktail dresses lined the dance floor. The boys looked okay, too.

A major trend of the ladies was a chic vintage look. Highlights of the night included Bianca Philippe of Palm Harbor University High School, who paired her aqua Judith March one-shoulder frock with pearls and strappy black heels for a classic yet modern look. Sarah Shermyen of the North Central Florida delegation defined glamour and class in her vintage-looking lacey black dress with three-quarter sleeves, a curly up-do, and red lips. Christine Sinicrope of the Suncoast delegation was striking in her bold, silhouette-framing, crushed-velvet dress and edgy black accessories.

Overall, the POs stole the show last night, in their full length gowns of all colors and styles. Youth Governor Alex Fahnlander displayed her style with a dainty gown with floral detailing in a powerful royal blue. Pierce Gillette, a candidate for Governor and the current Sullivan Senate President, showed off her fierce but elegant personality she described in her speech with her black satin floor-length gown with beaded detailing.

The boys looked… well they looked the same as they do throughout State Assembly weekend, with the small exception of the stylish gentlemen daring enough to ditch their suit jackets for a sweater over their button-ups or suspenders (ehm, Garrett Mastronardi).

Tweets, status updates and blogs. The technological revolution has brought about an influx of electronic media resources that permit limitless opportunity to consume and produce news. Enabling even the most average of peoples to bring revelation to the forefront, electronic media has been providing and continues to provide tremendous opportunity to amateur and professional journalists alike, but is this opportunity eliciting a positive response?

Yellow journalism has been employed for over a century as a method of grabbing readers’ attention through the use of eye-catching headlines and language, often at the expense of accuracy. The availability of social networking resources like Facebook and Twitter, combined with blogging networks such as Tumblr and Blogger, has yielded a positive impact on journalism however overshadowed by an increase in fictitious press.

Political journalist Dara Kam relies heavily on her blog (PostonPolitics.com) and Twitter to publish her work. In comparison to the past when the Associated Press and local print newspapers were the limit in terms of press publication, electronic media has given her access to a multitude of news outlets. Although the introduction of social networks and blogs has provided Kam with vast new resources, these assets are also made available to the general public; with that, an augmentation of second-rate press pieces has been evident.

“The proliferation of blogs has greatly reduced the journalistic integrity of media made available via the internet,” Kam says.

Whether it’s veracious journalism or mere sensationalism, the technological revolution will continue. Responsibility will be left to the readers in remaining skeptical (as they should), whether press originates from The New York Times or an apartment in New York.

How many things do the three simple letters YIG stand for? More than just for Youth in Government, that’s for sure.

For instance, how many of you know that Yig is the half-human father of serpents? He was the snake god of the Native American tribes living on the plains, and feared by those still in central Oklahoma. It is said his victims turn into spotted snakes. His primary worshippers are known as the Old Ones. Though he is not one of the most popularly know mythological gods today, some of his traits can also be seen in the more known Quetzalcoatl and Kukulcan (more at http://cthulhufiles.com/cthsecty.htm).

How many delegates know that YIG also stands for Yttrium iron garnet? This is a type of synthetic garnet often used in microwave filters (more at http://www.tkk.fi/Units/AES/projects/prlaser/yig.htm).

Another thing that YIG stands for is Young International Group. This is a group that looks for young members of society who stand out as leaders, those who are different from the rest (more at www.yig.com).

As all delegates should be aware, our State Assembly would not happen if there were no graduate advisors. These GAs do so much for us while we are here in the Capitol, and begin preparing long before State Assembly. Without the help of these individuals, many of us would not know what is going on. The GAs were all YIG delegates in high school, and found that they had too much of an attachment to just give it up once they graduated from high school, so they came back. Now they can help the new delegates learn the ropes of State Assembly. Have no idea who these GAs are? Look for people wearing red nametags and who have wires and microphones like secret service agents.

Without these GA’s, our food would not be available, many delegates would be lost, and we wouldn’t have all those wonderful guests. The GAs work with the pages to facilitate communication between the House, Senate, and Executive Cabinet, and are the only way for these program areas to contact the judicial program. They prepare for the assembly, going over the submissions and sending them back for improvement, putting committees together, organizing the dockets, and running the chambers. They do the behind the scenes work, take care of making State Assembly run smoothly (with the aid of the other advisors). They are the staff of the conference, guiding both delegates and advisors.

So, when you’re leaving State Assembly, be sure to thank the GAs for all their hard work!

Hello delegates! I know that you have all been working hard in your chapters to prepare for State Assembly this year, and I’m sure you are ready for all of that work to pay off. Our time together at the Capitol is practically upon us! The Presiding Officer Corps has been working hard to make sure that this is one of the most memorable years yet! We have a lot in store for all of you at this year’s assembly, and we hope you enjoy your days in Tallahassee. Be on the look out for new things, and a few surprises we have up our sleeves.

The legislation is on fire this year! Work hard on your speeches, so you can make it to the floor and hopefully see us down in The Cabinet. I want to see every single delegate’s placard in the air on every single bill. And remember; debate ideas, not people.

Get pumped for the Governor’s Ball, because this year it’s going to be epic! Make sure you bring your dancing shoes and get ready to get your groove on with the PO’s and SO’s. We’ve got some fun stuff in store for you at the Antique Car Museum, so get ready!

I hope you all are as excited as I am to get up to Tallahassee this year! So button up those blazers and slap on your game faces and lets rock the Capitol!

Worried about what you need to wear at State Assembly? Don’t be. We’ve got you covered!

Girls, you should wear business suits. You can wear pants or skirts that have matching jackets, or business dresses with a jacket or a cardigan. Sweater twinsets, dress pants, button down shirts, and blouses make you look professional, and that is what you want to aim for. Make sure that your shoes have heels no higher than three inches, and are closed-toed. Remember that the dance on Friday is not homecoming. It’s Governors Ball, so what you wore to Homecoming is not appropriate unless it meets the guidelines. For the ball, make sure that your dress has straps. If you have opted for a strapless, you will need to wear a cardigan all night. Please do not wear any mini or low-cut dresses. Modest, formal dresses are favored.

Guys, you are also in need of business suits. You should have business pants with tailored jackets. Remember the jacket should match the pants! Have some button down shirts and ties. Ties are required, so don’t forget to pack a few. Also, make sure you have dress shoes and socks. For Governor’s Ball, you will also need a suit or dress pants with a sweater vest. You also need to wear a tie to the Governor’s Ball.

Everyone, please keep your hair a natural color. No bright blue heads should be seen wandering the Capitol. Please hide any visible tattoos or piercings (other than the ears).

Nametags will be given out before Opening Ceremonies. You need to be wearing yours at all times in the Capitol building and at the dance. Remember everybody, don’t try to make a statement with your bare arms. Wear a jacket. Tallahassee is cold.

Packing Reminder for State Assembly by Catherine Smith

State Assembly is in just a few days, and it’s time to start preparing. Delegates should start their packing now so they have plenty of time to get everything they need by February 24^th.

If you have to travel to get to Tallahassee, make sure to bring some comfy clothes for the car or bus ride and any down time you may have while in Tallahassee. It can get very chilly, so make sure you dress warm or have some layers. You’ll want a jacket or sweatshirt.

During assembly time, be sure to have the proper business attire. Girls may wear a suit, business dress, business skirt, or dress pants with a professional-looking blouse or button-down shirt. We recommend wearing a jacket or sweater, because it might get chilly. Shoes must be closed-toe and have no more than a three-inch heel. Remember, you will probably be walking a lot. Guys should have a suit or sport coat with matching pants, dress shoes, socks, and a belt. Ties are required. Everyone should have three business outfits, plus one semi-formal outfit for Governor’s Ball.
Bring any personal necessities like deodorant or a toothbrush. We also advise that you have a pen or pencil, legal pad or notebook paper, snacks (in a sealed container), and a camera if you wish. If you have one, a laptop could be a good idea in case you want to add something to your bill or brief. Make sure to have money for meals (you will have to buy your own lunch on Friday and when traveling) or souvenirs.

Most importantly, bring any and all research, bills, or briefs. Put a Post-it on your forehead if you must! If you remember everything, State Assembly is sure to run smoothly and be tons of fun.
